Board of Elections

Members of the Richmond County Board of Elections include: 

   Hilda Pemberton, Chair
   Carlton L. Hawkins, Secretary
   Phillip Huber, Member

So what do members do while serving on the Board of Elections?

Their duties include the following: 

1.

Adopting rules and regulations;

2.

Appointing and removing precinct officials;

3.

Investigating election irregularities and violations of the law;

4.

Establishing, defining, providing, rearranging, discontinuing and combining election precincts;

5.

Reviewing, examining and certifying petitions;

6.

Contracting for the printing of ballots and other supplies, and providing for the delivery of ballots and materials to the voting places;

7.

Purchasing, preserving and maintaining voting booths, ballot boxes, poll books and other forms and election papers;

8.

Issuing notices and advertisements concerning elections;

9.

Receiving and canvassing election returns;

10.

Appointing and removing employees and precinct transfer assistants;

11.

Preparing and submitting budget requests, and

12.

To perform any other duties as deemed necessary according to Chapter 163 of the N.C. General Statutes and the rules of the State Board of Elections.

Other duties include examining voting machines, maintaining order, holding preliminary hearing or hearing challenges or election protests; verifying petitions; ordering recounts and notifying candidates of recounts.
